Our University and Liaoning Jinlu Aviation Collaborate to Build a New Paradigm of Industry-Education Integration in Low-Altitude Economy

On March 20, Yang Shuxi, a member of the Central Committee of the China National Democratic Construction Association, vice chairman of the provincial committee, chairman of Liaoning Jinlu General Aviation Co., Ltd., and president of the Provincial UAV Industry Association, visited our university with his delegation for a special cooperation discussion on the construction of UAV application technology programs and talent cultivation in the field of low-altitude economy. The two sides explored and exchanged ideas on topics such as innovation in industry-education collaboration mechanisms, talent cultivation for the low-altitude industry chain, and the development of a practical education ecosystem, jointly seeking new pathways for synergistic development. Chairman Wang Zhaobao and Vice President Yang Xiuying attended the event.

Wang Zhaobao extended a warm welcome to Yang Shuxi and his delegation. He provided a detailed introduction to the university’s achievements in talent cultivation, university-enterprise cooperation, and industry-education integration. He emphasized that vocational education reform must break free from traditional institutional constraints. As a leading enterprise in UAV emergency rescue in Northeast China, Jinlu Aviation’s certification system and practical project resources offer significant reference value for vocational education. In the future, the two sides will deepen the “dual-role appointment” mechanism, enabling enterprise technical experts to fully participate in the entire talent cultivation process, including curriculum design, practical training guidance, and graduation projects, thereby building a new education ecosystem where “teachers are engineers, and students are apprentices.” Vocational education must be grounded in industry needs, moving away from being a purely academic “theoretical school” to becoming a “practical school” that contributes to the revitalization of Liaoning. This collaboration marks a critical step in the deep integration of industry and education in the low-altitude economy. Going forward, the two sides will continue to explore mutual recognition of standards, joint research projects, and shared faculty resources to provide talent and innovation momentum for the UAV industry upgrade in Northeast China, supporting Liaoning’s revitalization and development.

Yang Shuxi spoke highly of the university’s achievements in industry-education integration. He noted that Shenyang Institute of Technology, leveraging platforms such as the KUKA College and the Huawei-SIT Modern Industry College, has established three major strengths: bold innovation in university-enterprise cooperation mechanisms, high precision in aligning with industry standards, and a fresh model for cultivating practical talent. Under the framework of "joint research on standards, resource sharing, and collaborative talent cultivation," the two sides can deepen cooperation, integrating the practical resources of industry associations with the university’s education system. They will explore ways to align UAV emergency rescue and agricultural plant protection industry certifications with teaching standards, pioneering a new education model where “the classroom is the battlefield.”

During the discussion, the two sides conducted comprehensive and in-depth exchanges on the construction of UAV application technology programs and university-enterprise cooperation matters, reaching preliminary agreements on multiple strategic collaborations. By utilizing Jinlu Aviation’s resources in the low-altitude economy, they will integrate practical resources such as UAV license training and emergency rescue case libraries to develop modular teaching projects. Leveraging the newly built standardized training facilities at Shenyang Institute of Technology, they will jointly establish a regional talent incubation base for the low-altitude economy, cultivating versatile professionals with both civil aviation licenses and practical capabilities.

During the visit, Yang Shuxi and his delegation toured the university’s Advanced Manufacturing Center, Huawei-SIT Modern Industry College, Preschool Education College Practical Teaching Center, Intelligent High-Speed Five-Axis Practical Base, Rockwell College, Inspur Industrial Internet College Joint Innovation Center, SIT-Midea Digital Lighthouse College, and KUKA College.

Also present at the discussion were Yang Yanli, general manager of Liaoning Jinlu General Aviation Co., Ltd.; Yang Yue, deputy general manager; Cong Hailong, assistant to the chairman; Yang Chaodong, technical director; Shao Yu, dean of the Higher Vocational and Technical College of our university; and Cui Yong, vice dean.
