At the meeting, executive vice president Yang Lin made a report entitled "instructions on the compilation of the development plan for the 14th five year plan". He stressed that the planning for 14th Five-Year should be guided by Xi Jinping's socialist ideology with China's characteristics and comprehensively implement the party's educational policy. He should adhere to the principle of "building virtue and building people as the foundation, serving the local people as their responsibility, focusing on talent cultivation, focusing on reform and innovation, focusing on team building, and enhancing capability as the key."
