Our University and Shenfu Demonstration Zone Public Security Bureau Officially Launch the "School-Police Linkage · Anti-Fraud Together" Co-Building Initiative

On March 23rd, our university and the Shenfu Reform and Innovation Demonstration Zone Public Security Bureau of Liaoning Province jointly held the launch ceremony for the "School-Police Linkage · Anti-Fraud Together" paired co-building initiative. Attending the event were: Cui Pihong, Deputy Director of the Shenfu Demonstration Zone Management Committee, Secretary of the Public Security Bureau Party Committee, and Bureau Chief; Bai Congbo, Deputy Secretary of the Public Security Bureau Party Committee and Political Commissar; Meng Fanyu, Member of the Public Security Bureau Party Committee and Deputy Bureau Chief; Hu Xiaomei, Secretary of our university's Party Committee; and Vice Presidents Shi Wei and Zhou Yongchang. Leaders from the member units of the Shenfu Demonstration Zone Management Committee's "131" mechanism, representatives of police officers and auxiliary police, and representatives of our university's faculty and students also attended the event.

Cui Pihong pointed out that telecommunication fraud cases are currently occurring frequently, with methods constantly evolving and innovating. Young students, being new to society and financially active, are susceptible to becoming victims. Using the Demonstration Zone Management Committee's "131" (anti-fraud) mechanism as a driver, all parties must work at a high level to ensure full coordination, pursue precise co-building for long-term effectiveness, solidify the responsibilities of both the school and police and relevant units, fully leverage the professional role of legal counselors, continuously deepen school-police linkage, protect campus safety in an all-round manner, and jointly build a solid barrier against fraud on campus.

Bai Congbo stated that university campuses have become a key target area for criminals, and campus anti-fraud work is urgent. The public security authorities will thoroughly implement the Demonstration Zone Management Committee's "131" mechanism, deepen the construction of a safe campus, further raise political awareness, improve early warning and prevention mechanisms, innovate anti-fraud publicity formats, effectively enhance students' awareness and capabilities in anti-fraud and scam prevention, and do everything possible to strengthen the campus anti-fraud defense line and protect the personal and financial safety of all faculty and students.

In her remarks, Hu Xiaomei expressed gratitude to the Shenfu Demonstration Zone Public Security Bureau for its strong support of the university's work over the years. She noted that having police officers come to students' side to protect the growth of young people is a practical measure for the school and local authorities to jointly educate people for the Party and cultivate talent for the nation. The university's Party Committee will persevere in using Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to foster virtue and educate people, guide young students to deeply understand the overall national security concept, earnestly learn the qualities of loyalty, dedication, and heroic spirit embodied by police officers, advance the construction of a safe campus, improve the quality of talent cultivation, and make new and greater contributions to the Demonstration Zone's efforts to accelerate comprehensive revitalization and achieve new breakthroughs.

On the same day, 8 police officers were appointed as our university's "Special Legal Counselors for College Student Anti-Fraud." They were precisely matched with each college of our university, formally launching the "one college, one officer – precise pairing" anti-fraud service model, tailored to provide each college with dedicated anti-fraud publicity, safety education, and risk screening services. Hu Xiaomei presented appointment letters to the newly appointed officers, and both sides held a pairing ceremony. Representatives of the appointed officers also presented each college with "Police-Community Contact Cards" printed with contact information and an anti-fraud hotline, truly bridging the "last mile" of campus safety services.

The 8 newly appointed officers each shared an anti-fraud motto suited to the characteristics of campus anti-fraud work, delivering a short yet practical "anti-fraud mini lecture" that helped plant anti-fraud concepts firmly in everyone's minds. A representative of the appointed officers then conducted the "First Anti-Fraud Lesson," offering an in-depth analysis of the psychological traits that make college students vulnerable to fraud, a detailed explanation of four common types of scams including order-brushing and impersonation of customer service, reminding students to keep the "three don'ts and one do" anti-fraud principle in mind, download and install the anti-fraud app, and encouraging students to proactively raise their awareness and protect their personal financial safety.

Finally, all attendees solemnly took an oath together, pledging the anti-fraud commitment of "Stay vigilant, stay away from fraud; don't believe, don't transfer, don't disclose," building the campus safety defense line with firm resolve.

This "School-Police Linkage · Anti-Fraud Together" paired co-building initiative is an important practice for our university and the Shenfu Demonstration Zone Public Security Bureau to deepen school-police linkage and jointly build a campus safety barrier. In the future, both parties will continue to deepen the collaborative linkage mechanism, continuously improve the campus anti-fraud work system, enrich the forms of anti-fraud publicity and education, and strive to create a safe, harmonious campus environment with no blind spots in anti-fraud coverage, safeguarding the healthy growth of students.
