On the morning of September 9th, the  specialized and innovative enterprise cultivation and empowerment projects of Liaoning Province, sponsored by the Department of Industry and Information Technology of Liaoning Province and undertaken by the China Small and Medium sized Enterprise Development Promotion Center and Guangzhou Saibao Certification Center, were launched at SIT The Participates of opening ceremony includes Peng Yi, Deputy Director of the Department of Industry and Information Technology of Liaoning Province, Feng Xu, Deputy Director of the China Small and Medium sized Enterprise Development Promotion Center, and Li Kangju, President of SIT. Representatives of 206 national-level specialized, special and new "little giant" enterprises in the province attended the meeting to jointly open a new chapter in enterprise cultivation and empowerment.

In his speech, Peng Yi emphasized that specialized and new enterprises are the capillaries of Liaoning's industrial "ballast stone" and are also the key variables to activate the regional innovation ecology. At present, Liaoning Province has 206 national level small giant enterprises and 2033 provincial-level specialized, refined, and new enterprises. This project will focus on talent training, quality improvement, and management optimization through a "financial fund guidance national level think tank empowerment" model, providing full lifecycle services for enterprises. The first batch of services will cover all national level "little giant" enterprises.

Feng Xu provided a detailed introduction to the project implementation path. In terms of talent training, three practical classes (Shenyang Phase 2/Hangzhou Phase 1) will be held in September, October and November respectively, focusing on compliance management, innovation and development, lean manufacturing and other topics, and introducing Huawei, Midea and other enterprise case teaching; In terms of quality upgrading, relying on the Ministry of Industry and Information Technology's "Standards for Quality Management Ability Assessment of Manufacturing Enterprises" to open a free self-evaluation platform, 20 enterprises were screened for in-depth diagnosis; In terms of resource docking, China SME Service Network (covering 1,800 service organizations across the country) is linked to provide 12 types of free services such as policy matching and patent search. Liaoning enterprises can obtain real-time support from national think tanks through the platform.

Li Kangju demonstrated the outstanding achievements made in the integration of production and education and school-enterprise cooperation. Shenyang Institute of Technology has established an industrial college with 19 leading enterprises such as Huawei, Midea and Siemens, and set up a teaching platform covering the whole process of modern manufacturing production. The platform focuses on the four-key links of root technology learning, tool application, production and manufacturing, and operation and maintenance management, and comprehensively cultivates high-quality applied talents who are familiar with modern manufacturing architecture processes, proficient in cutting-edge production technologies, and good at using digital tools. It provides solid human resource support for industrial transformation and upgrading. Relying on the industrial college, the school innovatively constructs the school-enterprise collaborative education model of "six communists and five integrations". The university and enterprise jointly formulate talent training programs and develop characteristic courses, and accurately meet the needs of enterprises through the "order-based" and "customized" training mode. The demand for students in order classes is in short supply, and graduates achieve high-quality employment. The school actively expands international cooperation, focuses on cultivating "professional + language" international compound talents, and has sent a large number of outstanding forces for the construction of "the belt and road initiative". SIT offers free training in English, Japanese, Russian and Spanish, and trains more than 2,000 "technology and language" compound talents every year. "The pain point of enterprise transformation is the starting point of our teaching!" The textbook "Intelligent Manufacturing System Integration Practice" jointly developed by schools and enterprises has been selected into the national planning textbook of vocational education during the "14th Five-Year Plan".

At the launching ceremony, China SME Development Promotion Center publicized and implemented talent training and management diagnosis, and Guangzhou Saibao Certification Center Service Co., Ltd. publicized and implemented quality diagnosis. It is reported that the core tasks of this cultivation and empowerment project include three major sections: talent training, quality diagnosis, and management diagnosis. It will follow the principles of "enterprise voluntariness, government guidance, demand traction, service first, highlighting key points, and step-by-step implementation". Business collaboration and data interoperability accurately identify bottlenecks and pain points in enterprise development, and form a service mechanism of "diagnosis and discovery of problems-training input methods-empowerment and implementation improvement" to help specialized and new enterprises systematically improve their core capabilities. Among them, the training content covers scientific theories, situational policies, new developments in business management, etc. It adopts theoretical lectures, case teaching, special seminars, enterprise visits and other modes, and invites university scholars, policy experts and representatives of industry leading enterprises to form a faculty team to teach from multiple dimensions.
