In order to thoroughly implement the strategic deployment of "Digital Liaoning, Smart Manufacturing Strong Province" and promote the high-quality development of regional manufacturing industry, the "Smart Transformation and Digital Transformation" work promotion meeting for the manufacturing industry in Shenfu Demonstration Zone was held at our university on February 11th. The conference is hosted by the Management Committee of Shenfu Reform and Innovation Demonstration Zone and organized by Liaoning Institute of New Industrialization for Small and Medium sized Enterprises. Hu Qiang, Chief Economist of the Department of Industry and Information Technology of Liaoning Province, Liu Jia, Member of the Party Working Committee and Deputy Director of the Management Committee of the Shenfu Reform and Innovation Demonstration Zone, Li Kangju, President of our school, and Xu Ying, Vice President, attended the meeting. Representatives of top service providers in the industry, heads of financial institutions, and representatives of more than 50 manufacturing entrepreneurs from the demonstration zone gathered at our school to discuss the path of digital transformation and jointly solve the development problems of enterprises.
Li Kangju stated in his speech that as an applied undergraduate university rooted in the land of Liaoning and Shenyang, Shenyang Institute of Technology has always regarded serving regional economic and social development as its core mission. Faced with the wave of intelligent and digital manufacturing, the school takes the construction of modern industrial colleges as the core carrier, and builds a new ecology of industry education integration with "one base, one core, and multiple specialties", providing solid talent and intellectual support for industrial transformation. He emphasized the construction of the Liaoning Province Small and Medium sized Enterprise New Industrialization Institute led by the school. The college is not only a strategic platform for the school to deepen the integration of industry and education, as well as the integration of science and education, but also an open "service window" for small and medium-sized enterprises in the province. In recent years, the school has closely aligned with the needs of Liaoning's industrial development, and has joined forces with 19 leading companies in the industry, including Huawei, Midea, KUKA, Siemens, and Inspur, to systematically promote talent cultivation and innovation capacity building, and continue to carry out the "smart transformation and digital transformation" service action. The school fully opens up its internal laboratories, pilot test bases, computing power platforms, and expert resources, organizes technical teams of teachers and students to provide "personal services" to enterprises, promotes the priority transformation of innovative achievements in demonstration areas, and accurately delivers digital talents to enterprises through forms such as "order classes" and "naming classes", truly realizing the "Shenyang Institute of Technology will definitely respond to the needs of enterprises".
This promotion meeting has established a good pattern of collaborative efforts between schools, government, enterprises, and finance, providing support for the "smart transformation and digital transformation" of the manufacturing industry from multiple dimensions such as policies, technology, and finance. At the meeting, Hu Qiang and Liu Jia gave speeches respectively, clarifying the work direction of "smart transformation and digital transformation" in the manufacturing industry of Shenfu Demonstration Zone, demonstrating the firm determination to promote the high-quality transformation of regional manufacturing industry. Ju Zhiyi, Deputy Director of the Industrial Development and Technology Innovation Bureau of Shenfu Demonstration Zone, gave a deep interpretation of the "Action Plan for Accelerating the 'Smart Transformation and Digital Transformation' of Manufacturing Industry in Shenfu Demonstration Zone in 2026", clearly elaborating on the action blueprint with the "1231" project as the core, which is to build 10 smart factories, 20 digital workshops, 30 demonstration production lines, and strive to create a national level digital transformation promotion center.

A strategic cooperation signing ceremony was also held at the conference site. The Liaoning Provincial Institute of New Industrialization for Small and Medium sized Enterprises of Shenyang Institute of Technology officially signed cooperation agreements with various digital transformation service providers, marking a new stage of substantive operation for the manufacturing intelligent transformation digital transformation empowerment service system in the Shenfu Demonstration Zone, which integrates "government, school, enterprise, and finance".
This promotion meeting is another vivid practice of our university actively integrating into the regional development pattern and serving the transformation and upgrading of local industries with the advantages of universities.
